La visa CMPP –Programa para Profesionales Mà ©dicos Cubanos– se aprobaba a mà ©dicos y otro personal sanitario cubano que trabajaban en una misià ³n internacional fuera de Cuba. Con fecha del 12 de enero de 2017, el gobierno de los Estados Unidos decidià ³ terminà ³ este programa, al igual que a la polà ­tica de pies secos, pies mojados. CMPP y opciones para mà ©dicos y personal sanitario cubano CMPP: esta visa ya no existe.Asilo: debe probarse la persecucià ³n o el temor de ser perseguido, al igual que los solicitantes de otras nacionalidades.Ley de Ajuste Cubano: sigue vigente para los que ingresen legalmente a EE.UU. Permite solicitar la tarjeta de residencia permanente al aà ±o y un dà ­a de haber pisado territorio estadounidense.Convalidacià ³n tà ­tulo: los mà ©dicos cubanos que desean trabajar en EE.UU. en esta profesià ³n deben convalidar sus estudios, ya que no està ¡n autorizados a trabajar sin la homologacià ³n.  ¿Quià ©nes se podà ­an  beneficiar de CMPP? Para solicitar y obtener una visa CMPP los solicitantes debà ­an  reunir todos los requisitos siguientes: Ser ciudadano o nacional cubanoEstar trabajando o estudiando como profesional mà ©dico en un tercer paà ­s en una misià ³n bajo la direccià ³n del gobierno de Cuba.No estar afectado por ninguna de las circunstancias que convierten a una persona en inamisible para ingresar a Estados Unidos. Es decir, no aplicaba a los mà ©dicos que se encontraban como turistas en otros paà ­ses.  ¿Quià ©nes eran  profesionales sanitarios para estos efectos? Entre otros, los siguientes: Mà ©dicosParamà ©dicosEnfermerosEntrenadores deportivosFisioterapistasTà ©cnicos de laboratorio Ademà ¡s, bajo el programa de visas CMPP los cà ³nyuges y los hijos solteros menores de 21 aà ±os  de los mà ©dicos y otro personal sanitario que la solicitaban  podrà ­an tambià ©n beneficiarse y viajar legalmente a Estados Unidos con determinadas condiciones. Existà ­an dos posibles caminos. Si estos familiares estaban  fuera de Cuba acompaà ±ando al profesional, se podà ­a considerar aprobarles un parole al mismo tiempo. Sin embargo, si estaban  en Cuba, habà ­a que esperar a que el beneficiado de una visa CMPP ingresara a los Estados Unidos y una vez aquà ­ podrà ­a reclamarlos.   Una vez en Estados Unidos, los beneficiados de la visa CMPP y sus familiares podà ­an solicitar la tarjeta  de residente permanente al aà ±o y un dà ­a de haber ingresado al paà ­s.   Una vez que se obtenà ­a la residencia, que tambià ©n se conoce como green card y  con el transcurrir de los aà ±os, se puede solicitar la ciudadanà ­a americana  mediante el trà ¡mite de la naturalizacià ³n. Desde que se creà ³ el programa de CMPP en 2006 hasta su fin en 2017, mà ¡s de 8.000 mà ©dicos y otros profesionales sanitarios cubanos han obtenido esta visa, segà ºn datos oficiales del Servicio de Inmigracià ³n y Ciudadanà ­a (USCIS, por sus siglas en inglà ©s). Se presentaron solicitudes desde 65 paà ­ses, estimà ¡ndose que mà ¡s de la mitad del total fueron presentadas por personal sanitario trabajando en Venezuela. Opciones migratorias y Ley de Ajuste Cubano Los nacionales cubanos necesitan una visa và ¡lida para ingresar a Estados Unidos. Mà ©dicos y otro personal sanitario que ha desertado de las Misiones despuà ©s de la finalizacià ³n de CMPP ha intentado llegar a la frontera sur de EE.UU. con Mà ©xico y solicitar asilo. Para ser exitoso en su peticià ³n de asilo, los cubanos deben probar temor de ser perseguidos o historial de persecucià ³n por su religià ³n, grupo à ©tnico, nacionalidad, opinià ³n polà ­tica o pertenencia a un determinado grupo, al igual que sucede con los ciudadanos de otros paà ­ses. Ademà ¡s, en la actualidad, ha comenzado a aplicar en la frontera sur el requisito de demostrar haber aplicado por asilo en un paà ­s de paso y que esta solicitud haya sido negada antes de aplicar. Esta regla aplica tambià ©n a los cubanos. Por otro lado, la Ley de Ajuste Cubano sigue estando và ¡lida, por lo que si se ingresa a EE.UU. legalmente, serà ¡ posible solicitar la green card al aà ±o y un dà ­a a contar de la fecha de ingreso. El problema de la revà ¡lida del tà ­tulo de mà ©dico una vez que se ingresa a Estados Unidos Antes de convertirse en uno de los profesionales mejor pagados en EE.UU, los mà ©dicos cubanos, al igual que todos los que obtuvieron sus tà ­tulos universitarios en otro paà ­s, deben examinarse para acreditar su titulacià ³n y asà ­ estar capacitados legalmente para trabajar como mà ©dicos. Y en la actualidad esto està ¡ resultando ser un problema por dos razones principales. La primera es el alto costo de los exà ¡menes de la ECFMG y de USMLE, que son organizaciones privadas encargadas de gestionar los test. En la actualidad, es necesario aprobar 4 exà ¡menes. Y, en segundo lugar, el alto conocimiento de inglà ©s que se requiere. Y es que hay que contestar a mà ¡s de 400 preguntas en un tiempo limitado, lo que complica la obtencià ³n de la revà ¡lida a profesionales cuyo lengua materna no es el inglà ©s. El efecto principal de estas trabajas es que a pesar de que en la actualidad existe en los Estados Unidos un dà ©ficit de aproximadamente 65,000 mà ©dicos y de que los profesionales cubanos llegan al paà ­s con documentos que les permiten trabajar, muchos de ellos acaban desempeà ±Ãƒ ¡ndose profesionalmente no como mà ©dicos, sino como auxiliares o enfermeros, despuà ©s de obtener las debidas licencias.
